The Odum City Council met and discussed or voted on the following items on Tuesday, February 4, 2020.

PURCHASING POLICY
The Council approved a revised purchasing policy and changed its capitalization threshold from $1,000 to $5,000. These changes were discussed in detail at an earlier work session.
GARBAGE TRUCK
The Council approved soliciting bids for a new dump bed truck comparable to the one now being used to collect garbage. Mayor Greg Rozier said that he had gotten a quote of $42,900 for such a truck. Mayor Rozier also presented a plan for purchasing the truck. The plan is to move the money made from trash collection to a savings account and let it grow. The truck would be paid off in approximately four years.
PAVILION SHELTER
Several bids were received for the demolition and replacement of the pavilion shelter at the city’s recreation complex. The Council approved a motion by Kathy Rozier to discuss the bids further at the next meeting.
RECREATION REPAIRS
Brian Mansfield, recreation director, reported that there were repairs to be made to the city’s recreation facilities, such as the gym. He said that he is looking into the possibility of having another bathroom added to the gym.
LIVING IN CAMPERS
The mayor suggested an amendment to be added to the manufactured home ordinance to clarify its meaning in regard to campers and RVs, which are not supposed to be used as residences. After discussion, the Council agreed to have an emergency/hardship clause added to the amendment.
YARD SIGNS
Clerk Robin Manners presented and read a proposed ordinance regarding advertising signs. There was no discussion of this proposal.
PERSONNEL POLICY
Following a closed session to discuss personnel, the Council created a sick leave policy separate from the personal leave policy. Under the new policy, full-time employees will receive 40 hours of sick leave a year, not to be carried over from one year to the next.
PUMPER TRUCK
The Council approved paying for transmission repairs for its pumper truck at the fire department. The cost is not to exceed $2,500.
HYDRANT METER
The Council approved a $3,400 fire-hydrant meter with a back-flow preventer for companies that draw water from the city fire hydrant.
